Homer Wilson. It's not free, but backcountry navigator pro is definitely the best. You should look at Gaia GPS. I don't have any experience with it, but it's free and allows map downloading. I've been intending to write up a little review for Avenza PDF maps. I have a full set of quads downloaded for the state and national parks as well as some others like the map with the old names and roads. The maps are exact copies of USGS maps.
